Eye wash bottles hold more solution than eye wash pods. The extra quantity of sterile water means that they are good for flushing out objects/chemicals etc in the eye and provide a more continuous flow of water.

“Where mains tap water is not readily available for eye irrigation, at least one litre of sterile water or sterile saline (0.9%) in sealed, disposable containers should be provided.” (HSE Guidelines)
